The famous "Cat Lady" of Springfield should be a lesson to Missoulians. I'm sure we've got one of these ladys around somewhere....

Define what constitutes a Nuisance, rather than arbitrary #

If I have a big house and a dozen indoor cats and the dedication to care for them properly, that should be of no concern to government. If I have 2 annoying cats who howl at the moon all night, crap in one neighbor's tomatos and scratch the other neighbor's toddler, that's a nuisance to be reported.
